Brief Answer:
Orthopedician...

Detailed Answer:
Hi,

Common causes of foot / ankle pain is related to soft tissue and bone. Local injuries such as strains/sprains and stress fractures as well as inflammatory causes are the commonest causes of food / ankle pain. Therefore it will be wise to see an orthopedic surgeon for initial evaluation. If necessary the orthopedician may refer to other specialist including rheumatologist and podiatrist.

So in my opinion, the primary doctor you need to visit will be an orthopedician.

Hope this helps. Let me know if you need clarifications.

Regards
