Question: Hi I have 2 annular rings on my glans. Small town local doctor told me to take antihistamines but havent had any luck please gelp

It looks indeed like a fungal infection.
I recommend to take ketoconazole 2% cream and apply twice per day for until it resolves and one week after it. It should take one week to resolve. Apply thick layer, stay one hour without underwear or lose ones so it gets absorbed, apply at least 2 mm around the ring.
