A photo is needed, attached it to reports.

Detailed Answer:
Hello dear, welcome to Ask a doctor service.
I read your query.
I wanted to see a photo of the rash and you can attach a photo in reports to help me through diagnosis.
Also I wanted to know some if you have ever visited doctor for this problem before and what did he say and if you ever took any medication for it.

Let me know if I can assist you further.

Brief Answer:
Psoriasis suspect.

Detailed Answer:
Hello again. Finally I can see the photo.
In my opinion it is psoriasis.
It is a skin conditions that makes skin red and exfoliating that pop on no reason or may be stress. It has autoimmune origin and causes inflammation.
You can use a corticosteroid cream to make them better.
You should keep shin moisturised with coal tar or can use it as lotion and also petroleum jelly is beneficial.
Also you can use retinoid cream and vitamin D cream.
Visit your doctor for oral treatment if it doesn't get better.
Best regards.
