Brief Answer:
It could be mild infection

Detailed Answer:
Hi
Yellow colour at the lower part of the Penis could be due to mild infection. In severe infection, pus will be pouring out.
But,the exact diagnosis can be made after clinical examination only.
In few children, the ring might be the cause of that colour.
If there is no pain at that area and no fever, then infection can be excluded.
You can wait for few more days.It may get reduced spontaneously.
If it still persists, you should take him to your doctor and get appropriate prescription.
I prescribe a broad spectrum Antibiotic like Cefuroxime and Anti inflammatory tablet to my patients with infection at that site.
Nothing to worry.
Hope I answered your query. If you have any questions,I will clarify further.
Wish him speedy recovery
Regards
