I have reviewed your query and here is my advice.
The symptoms of numbness in toes is suggestive of peripheral neuropathy. It maybe due to disc problem in the backbone.
Given the history of persistent raised BP and left sided arm pain and headaches, it becomes necessary to do heart and brain tests. For heart please get an ECG done and for headache atleast a CT scan is needed.
There could be other reasons for these symptoms but we need to rule out space occupying lesions in brain (or probability of impending stroke) and heart issues.
Kindly take necessary medicines to keep the BP below 150/95.
Lifestyle measures must be taken like lowering salt intake, avoiding fatty foods, drinking cleaner water. Regular walks and other exercises.
