I have gone through the query and do understand your concern.
Difficulty in passing stool in this age is most likely function(without any pathological cause).
Rarely it can be due to pathological like abnormal dilatation of some part of intestine.
I would like to know if this is happening first time or its too frequent?
Is there any blood stain in stool?
Is there is abdominal fullness or vomiting?
If answer of all is no then most likely it is functional and in such case laxative will help.
Polyethylene glycol(PEG) is considered to be safe in this age if given in proper dose. Lactulose is another option.The dose of PEG is
0.7 gm/kg/day and it should be given for 3-4 days. It has better safety profile. Lactulose can be given in a dose of 1 ml/kg/day.
While giving any laxative be watchful for its side effect like loose motion, increased gas production etc.
