Brief Answer:
possible phimosis ( partial or complete )

Detailed Answer:
Hello and welcome to Ask A Doctor services.
I have read your query and here is my advise.

* As per my clinical experience, the issue of minor cuts on skin of penis with
difficulty in retraction may be indicative of phimosis, which can be partial
or complete.

My guidelines for better recovery

- Gradual stretching exercise of penile foreskin after applying Xylocaine jelly
( 5 % ) 2-3 times a day.
This should include very gentle force, not to allow development of exercise
induced cuts.
- Take extra care of genital hygiene with antiseptic liquid or soap

- Local application of Pimafucort , Neosporin or similar creams can help in
recovery by soothing the skin surface as well as control of any minor
bacterial or fungal infection if it is present in microscopic form.

* It is not mandatory to get surgical consultation at this point of time,
keeping in view the COVID situation.

* Let me know about the progress of the condition within 3-4 days to
discuss further line of action.

Wish you best recovery.
Regards.

Detailed Answer:
Hi thanks for the image for reference. Tiny red spots indicates infection and Balanitis. You can get Pimafucort cream by Chemist. Additionally it is strongly recommended to add intake of Capsule Doxycycline (100mg) 2 times a day after meals for a period of 7 days. Take care. Regards.
