Brief Answer:
No risk of HIV
Detailed Answer:
Hello and welcome to 'Ask A Doctor' service. I have gone through your query and noted your concern.
HIV is only transmitted if there is an exchange of infectious fluids like semen or precum.
So, if the only contact was with the skin of testicles and the shaft of the penis with no ejaculation inside the mouth then there is absolutely no risk at all. So, you can stop worrying about HIV.
Hope I have answered your question.
Let me know if you need any more assistance.

How about other STDs
Brief Answer:
Regarding STDs
Detailed Answer:
Hi.
Other STDs like HPV and HSV can affect the genital skin so they can be transmitted if the patient had the infection. The risk of transmission is more (i.e the patient is much more infectious) if the patient had visible genital sores of herpes or visible genital warts as compared to if he was clinically silent.
Take care
