Can someone get infected by HIV from a protected sex (2 condoms on top of each other) without a breakage or cuts in the condom and without kissing or oral sex or any saliva mixing ?

Another question , can someone get infected if her Precum fluid reaches your testicle skin?

No, HIV does not get transmitted in any of the above scenarios you mentioned.

There should be mixing of body fluids or atleast a open raw surface should be exposed to the infected body fluid to get HIV.
