Brief Answer:
You are likely to have Phimosis Consult qualified General Surgeon .

Detailed Answer:
Hello
Thanks for query .

Based on the facts that you have posted difficulty to retract foreskin completely is mostly due to Partial Phimosis and can be confirmed only on clinical examination by a qualified General Surgeon or Urologist .

The dryness of the penis is not related to hypothyroidism that you have since 4 years .

Consult qualified General surgeon for clinical assessment .You may need to get circumcised .

Hope I have answered your query ,please feel free to ask if you have more questions,I shall be happy to help you
Thanks and Regards.

Thank you doctor XXXXXXX for your quick response. My GP has suggested to apply vitamin E enriched cream all around the penis and testicles. Is it safe.
Waiting for your reply
Thanks XXXXXXX

Brief Answer:
Get your blood sugar levels tests done to rule out Diabetes

Detailed Answer:
Hello
Thanks for follow up
Inability to retract foreskin at this age is usually due to type 2 Diabetes .Get your blood sugar test done to rule out the same.

Aplying VIT E cream will not help much to resolve the problem. However there is no harm in aplying it.
Thanks and Regards

You are non diabetic

Detailed Answer:
Hello
Thanks for follow up.

You have partial Phimosis. Better to consult qualified Urologist for clinical assessment. He would be the best judge to decide regarding need for surgery of circumcision.
