Brief Answer:
Fordyce spots or sebaceous cysts

Detailed Answer:
Hi and welcome.
From the photos, it looks to me like Fordyce spots or sebaceous cysts and I don't think this is related to Std or genital warts. However, if you had unprotected intercourse recently, you should check for HPV and herpes. Fortunately, these are benign and no serious consequences can happen, but unfortunately, ointments or topical treatment won't be efficient since these are subcutaneous lesions which can be removed with small surgical procedure under local anesthesia and you should consult urologist for it. Wish you good health. Regards
