Many people experience breathlessness due to many reasons. So it can never be covid 19. Still I would like to rule out contact history. If it's yes then you need to immediately go to any near by fever clinic and get quarantine for few days. I don't think for mild cough also they will test you for covid.
If you don't have travel history nor contact history and also you says you have painful glands can even mean tonsillitis and pain under chest will usually be gastritis or GERD which can be so severe to get you breathless also.. I prefer you to stay at home and only during unavoidable circumstances only you can be out of home. Please never neglect about the current condition and you never know who can be positive for covid.
