Detailed Answer:
Hello and welcome to 'Ask A Doctor' service,

Is there a visible rash, and can you describe it? Also, how severe is the itching?

It's possible, at that age, that she rubbed the areas with her fingers and irritated them with sand or salt water. It may also be a sensitivity to something in the soap from where you are staying, or in sunblock.

Please have her wash the face with a bar of fragrance-free, dye-free soap and XXXXXXX dry to remove whatever might be irritating the skin.

Let me know if I can assist you further.
Regards
