Hi,
Looks this is not visualized hence not photographed and sent.
If it is fixed, skin is free then it is most probably from the muscle/bone or so.
It can be a cyst, getting inflamed.
Give her an anti-inflammatory like Ibuprofen if it suits her.
If the pain and tenderness, size increases then it may need additional antibiotic.
If these medications do not help then an ultrasonography and FNAC (if needed) may be required along with an examination by a Surgeon preferably.
Since the patient is a child we should not take many chances for it to grow or get complicated, if not resolved by the routine treatment as outlined above.
Early diagnosis always helps.
