Non itchy red rash on glans penis could most probably be due to allergy or bacterial infection.
I would recommend a dose of Tab Benadryl for tonight. It would surely subside if it is due to allergy.
If it is due to bacterial infection, there may be secondary lesions too.
If you can attach an image, I shall have a look at it and opine specifically.

It appears to be due to allergy. Continue Tab Benadryl for three nights . This will help.
