Brief Answer:
Sebaceous cyst

Detailed Answer:
Hello. Thank you for writing to us

I am dr.kakkar (dermatologist).
I have gone through your query and I have viewed the image.

Its a scrotal sebaceous cyst. It is a cystic collection of secretions of sebaceous glands which line the wall of the cyst, hence the name. Sebaceous cysts are quite common and are mostly asymptomatic unless they develop secondary bacterial infection. They are not serious. Treatment is surgical removal.
