How Can Dryness And Rashes On The Nose And Lips Be Treated?

Question: Hi, for about the last 2 weeks I have had heavy thick green mucus in my nasal passages, but that has lessened except for early mornings. Includes a very dry, sore nose, cracked lips, and now a rash that extends from under nose to below my lower lip. Very sore and dry, have been treating with vitamin E oil, which seems to help.
