The treatment of penile papules depends on the cause of them.
I have seen some of your previous pictures. Do you mean those papules ?
They may be Herpes, a fungal infection, a viral moluscum contagiousum, a condyloma acuminata, etc.
Let me know what have your local doctor told you, or the test results you have had, or any other extra information you may give me (together with the confirmation that the actual lesions are the ones of the photos posted previously) and I'll be happy to advice how to decrease those lesions.

Thank you for the follow up question.
Those lesions do not seem like a herpes outbreak, nor chlamydia.
Anyway, with the sexually transmitted infections, when a person has one of them, he may have the others too. So my main recommendation is to get tested for the other STIs too. Those papules seem either like a condyloma acuminata (genital warts) and can be treated with cryotherapy or like a moluscum contagiosum which is a viral infection and will get treated by itself in few months.
I would recommend that you should get treated for Chlamydia with antibiotics if you haven't done that yet, and your partner also.
