Brief Answer:
Cheilitis.
Detailed Answer:
Hello,
She has cheilitis i.e. extreme dryness of lips. It could be due to dry, cold weather conditions and/or a reaction to a toothpaste or lip cosmetics and perhaps further exacerbated by lip licking.
I suggest her to use a moderately potent topical steroid e.g fluticasone propionate (Flutivate cream). It is a prescription steroid. Thereafter, she may simply use a lip balm, regularly for a few days. Ask her to avoid licking her lips as this would only further aggravate.
Hope I have answered your query. Let me know if I can assist you further.
Regards.

Brief Answer:
Cheilitis.
Detailed Answer:
Hi,
You may try either NMF-e lip balm or Chaptex lip balm. They are available over the counter from a drug store. However, if they don't help as expected then I would suggest you use the steroid cream.
Hope I have answered your query.
