It seems that you are suffering from Cipro induced tendinitis which should be treated with anti-inflammatory as Ibuprofen tablets 200 mg every eight hours or Diclofenac tablets once daily.
If still no improvement then you should refer to your doctor for a prescription for a pack of corticosteroids.
As for the rash then you should take an antihistaminic as Cetirizine once daily before going to bed for the time being.
