You seem to have Scalp Seborrheic dermatitis as well as Androgenetic alopecia.
Seborrheic dermatitis or dandruff is characterized by scaling, itching and erythema of the scalp. I suggest you to use a 2% ketoconazole based shampoo e.g Scalpe shampoo Or you may use a Coal tar and ketoconazole based shampoo e.g Protar K shampoo. Use it daily or on alternate days. Lather it well onto wet scalp and allow it to act for 7-10 minutes before rinsing it off.
Androgenetic alopecia has a genetic predisposition and is characterized by thinning from the front, mid and vertex part of the scalp. Oral Finasteride 1 mg along with Minoxidil 5% solution are approved remedies for Androgenetic alopecia in males. Treatment is long term and goal is to arrest further progression.
The only concern with this therapy is that minoxidil itself causes dandruff.
Since you already have dandruff so using minoxidil might exacerbate it. Therefore I suggest you to either shampoo daily while you also use minoxidil solution or you may skip minoxidil and just take oral finasteride. Both of these are approved prescription medications for Androgenetic alopecia.
