It seems like a fungal infection of groin i.e tinea cruris. Probable causes are heat and sweat/ moisture which are conducive to fungal growth.
I suggest you to use a topical antifungal cream e.g clotrimazole 1% cream (lotrimin cream), twice daily for 2-4 weeks.
