Normal limits ranges from 95 to 99 percent saturation.
Pulse oximetry measures only hemoglobin saturation.
That is why it has its limitations.
It may vary time to time lets say every few seconds and that is why it is not a substitute for blood gas study.
Low reading can be caused by low blood pressure and rapid pulse rate and cold hands or fingers,smokers but in a person who is not otherwise sick need not worry for little variation.
You should not be concerned at all.
And if you feel you have any breathing trouble you can always consult a doctor.
