I was at a strip club a week ago where a dancer grinded on me to the point where the side of my penis got irritated to the point of bleeding. The cut has heeled but is sensitive to the touch and is still discolored in thaf area. Should I be concerned about sti?

Since it has just been a week, it is understandable for there still to be some discoloration and sensitivity. Some small nerves may have been injured or irritated and are still healing, even if the skin edges of the cut have mended.
The main thing to look for is that there are no signs of infection or swelling underneath. A spreading area of redness, or feeling of a pocket of pus underneath are some signs of an infection. Also if the area becomes more tender or discolored (it should slowly be becoming less sensitive and discolored).
If it isn't getting worse, give it a couple of weeks and the symptoms you described should resolve. But if any signs of infection, or worsening of sensitivity and discoloration, then go to the doctor or urgent care clinic.
