I see that in past questions you have had problem with a fungal or yeast (candida) infection on the skin of the penis. Given your history and that you were in a wet suit for many hours it's possible that this is an early yeast infection in which case I recommend getting an anti yeast cream on it now.
If it seems more like skin irritation from abrasion from the wet swim suit, then you can try a soothing healing ointment such as zinc oxide ointment.
It's hard for me to say which it is but given your history, if you can't tell if it's abrasion versus yeast, I'd err on the side of caution and get an anti yeast cream such as clotrimazole. Often, if you can catch it early, you can prevent a more extensive problem.
Make sure to keep the skin as dry as possible, so if you work out at a gym, wash off and put on dry shorts. Eat a healthy diet and avoid alcohol and a lot of sweets right now.
