Question: How should I treat this? I think its a bite of some kind. It%E2%80%99s a bump filled with clear fluid.

This seems to be blister. I am unable to appreciate the exact size from the picture. If you can post the picture taken without zooming in and with good lighting it might help.
In anyway, I would wait for the blister to break open. Alternatively it can be opened and drained at any primary care center. Antiseptic ointments applied on the drained site will prevent secondary infection and promote healing.

here are better pictures. its draining some fluid slowly. It%E2%80%99s more red than before. I%E2%80%99ve been putting neosporin on. Anything else I can do to? Any danger I should watch out for?

Appreciate you sending another picture. The last one was indeed a better one. I was able to notice that there are inflammatory changes around the bullous lesion. And I also notice a tinge of yellow in the bullae - I am not sure if it is indeed yellow or the effect of light. Presence of yellow collection indicates a pus.
As I mentioned earlier it is better to get the collection drained in case this blister (bullae) increases. I would also apply a topical steroid cream along with Neosporin. It is also better to start an oral antibiotic drug like cefixime / amoxycillin + clavulanate for 5-7 days.
Considering the present circumstances, it is better to see a doctor and plan for the aforementioned treatment. If you aren't prepared to see a doctor now, you should closely watch the progress of symptoms while you treat with Neosporin and over the counter steroid cream.
Do you have diabetes?
How did you develop this lesion - did it appear randomly or was it after some insect bite?
