Brief Answer:
Could be plantar fasciitis

Detailed Answer:

Hi,

Pain in the heel area, esp., if it is in early morning is due to plantar fasciitis most often. For this pain killers, local heat application and silicone heels are recommended. If there is no improvement in 3 weeks then local injection of steroids or PRP may be given. X-ray both heel lateral views are to be done to see any bony growth.

As far as ankle swelling is concerned, it is generally not associated with plantar fasciitis but usually due to some medical causes.
I recommend you consult a physician for this ankle swelling and orthopedic surgeon for heel pain. It is seemingly not an emergency.
