the blood test (quantitative) is more reliable than the urine test (qualitative). The value you've mentioned 4 weeks after conception (which is what it usually takes for the urine test to become positive) is not compatible with pregnancy.
Being pregnant is obviously a serious situation and getting contradictory results does not help! I would suggest (just in case the blood test was wrong) a transvaginal ultrasound scan which may prove pregnancy. 5 weeks are needed for the first ultrasound indications to appear.
