It's appreciable that you've been able to successfully taper down Ultracet till now. As you would be aware, Ultracet (Tramadol) is an opioid medication and has a high risk for dependence. The symptoms such as restlessness, sleepiness, etc. are likely to be withdrawal symptoms.
So, I would suggest that you do the last bit of tapering a little more slowly. For example, you can take half a tablet for a week, the followed by a quarter of a tablet for the next week and then stop.
You can also practice relaxation techniques like deep breathing, yoga, etc. to help you overcome these symptoms.
Don't worry, your symptoms should significantly reduce when you do the tapering more slowly. I would not advise taking any other medication at this juncture to counter these effects as there is a risk that you may get hooked on to that.
