As per your description, it looks like Hernia.
Swelling which is coming out and going in after exerting pressure goes more in favor of Hernia.
It cannot be a strained muscle.
The hernia can occur in any part of the abdomen where the muscles get weak. In your case, muscles of the Abdominal wall in that area are weak, giving scope for the abdominal contents to come out and produce a bulge. Usually, it occurs when there is raised intraabdominal pressure like coughing, lifting weights, etc.
As CT Scan and Ultrasound are done in lying down posture(Supine), the contents of the Hernia will go to their normal position inside the Abdomen and Hernia is not visible. So, they came normal.
Please consult your Surgeon and proceed further. Surgery is the only option for Hernia. Ideally, it's advisable to get it done as early as possible.
