Question: I am a border cases diabetic. My latest blood test results are fasting 114 and Postprandial is 122 I want to know know if I can drink coffee or tea with sugar

If Postprandial sugar is 122, then you are essentially normal, and it is not considered as even borderline.

That said, it is always good to limit added sugar in beverages and limit intake of rice and potatoes.

You must start exercising regularly from now if you are not doing it already.

Other than that there is nothing much to be done at this time.

You need to get your HbA1C level checked once, and then repeat it once a year along with sugar levels.
