Hi

There are many causes of pigmentation of face and neck.
It could be due to lichen planus pigmentosus, melasma and pigmented cosmetic dermatitis.

Brief Answer:
seems to be due to Lichen planus pigmentosus/ acanthosis nigricans
Detailed Answer:
I have reviewed the attached pictures and it seems to be either lichen planus pigmentosus or acanthosis nigricans.
I would recommend you to get your thyroid function tests, fasting insulin levels and fasting blood sugar levels checked as sometimes derangement of these are associated with acanthosis.
Meanwhile, apply a topical steroid like mometasone cream on the affected dark areas twice daily along with a frequent and regular application of a broad-spectrum sunscreen ( faceguard gel ) on the entire face and neck 2-3 times during the day time for 2 weeks.
Also take antioxidant like capsule Antoxid HC once daily.
These are prescription drugs and should be taken under the supervision of the doctor.
Avoid direct sun exposure, cosmetics and use stole, scarf whenever out in the sun.
