Seems to be a pinched nerve in the neck region.
Detailed Answer:
Thank you for posting your query.
I am Dr Sudhir Kumar, Neurologist, and I would try my best to help you.
I have noted your clinical details. Based on this, the reason seems to be a pinched nerve in the cervical (neck) region. The nerve pinching is often due to bulging of disc. This can cause neck and shoulder pain, associated with tingling of arm.
Pregabalin capsules can be used for relief of symptoms.
MRI of cervical spine can be done for confirming the diagnosis.
I hope my answer helps. Please get back if you have any follow up queries or if you require any additional information.
Wishing you good health,

Yes, it can happen.
Detailed Answer:
There are two separate nerves, one on each side. So, it is possible to have symptoms on both sides.
I know main anxiety could be about it being related to heart disease. But it does not appear like that. In heart attack, there would be pain in the middle to chest, which would then radiate from center of chest to inner arm. Moreover, tingling is not a symptom of heart disease.
