Question: I am right handed and I want to know why I can only wink with my right eye only and not my left, is this normal ?

Hi,

Eye dominancy typically corresponds to the same side as hand dominance, but it is not applicable all the time. In fact, some great athletes are known as crossed dominant, because they can be better throwing with one hand and kicking with the opposite foot. Practice makes it possible.

In case of eyes, the brain doesn't allow to close the dominant eye in response to bright light or viewing with one eye, it selects the dominant eye to keep open. It is all about the strength of the muscles that control your eyelid closure. Your left eye is dominant and contains the strongest muscles, for that you can't wink with left eye. On the other hand, your right is non dominant and contains the weakest muscles, so you can wink with right eye. It is normal for you. If you practice, hopefully you can wink with either eye.
