Hello dear, welcome to Ask a doctor's service.
I read your query and here is my advice.
It would be better if you upload a close photo in reports in order that I can evaluate it better.
I suppose it can be genital herpes or herpes 2 infection. It is an STD .
I think you can use oral antivirals such acyclovir tablet, and can also use acyclovir cream.
Hope I have answered the question.
Let me know if I can assist you further.

Brief Answer:
Doesn't look like genital herpes.
Detailed Answer:
Hello dear and thank you for asking again.
I see the photos you attached and it doesn't look much like herpes. The rash seems mild and there are no sores. I believe it can be folliculitis or inflammation of hair follicles.
The pictures don't show sores neither vesicles but just some tinny bumps that may be folliculitis. It is made worse by shaving.
It does not seem to be sexually transmitted.
You can take antibiotic and antifungal ointment such Fourderm or Clobteam.
Apply it over the skin.
Regards
