I Have A Flat Skin Coler Piece Of Skin Atached

Question: I have a flat skin coler piece of skin atached all the way around the skin lump
It looks smooth
It was almost the size of a dime and peeled off but came right back
Ive had it for about 2 years
It doesnt hurt except for now its twisting the surrounding skin and it feels like it pinches once in a while
I would call it a skin tab but its flat and attached it is raised slightly
