Brief Answer:
Possible granuloma or fibroma

Detailed Answer:
Hi and welcome to 'Ask A Doctor' service.

It would be helpful if you post a photo of it but considering your description it may be some benign lesion such as fibroma, granuloma or hair follicle inflammation.

In some cases, it can be treated with steroid ointments but usually, surgical removal under local anesthesia is required.

Wish you good health.
Regards

Brief Answer:
Probably folliculitis

Detailed Answer:
Hi. Yes, it looks like folliculitis and you may apply ointments like Terrasil or Mupirocin, keep it clean and see if this will improve. If there is progression of redness you can switch to oral antibiotics. Last option is surgery as I mentioned before.
