It can be sexually transmitted.

Detailed Answer:
Hello dear, welcome to Ask a doctor's service.
I read your query and here is my advice.

I think there are several other conditions which can cause genital sores. It can be herpes 2, molluscum contagious, chancer or lymphogranuloma etc.
I think you should notify your partner because it can be sexually transmitted.
Doing a STD test is necessary.

Brief Answer:
It can be a sore and not syphilis.

Detailed Answer:
It is possible to have a sore and not to have syphilis . Also your STD tests show that it is not syphilis. Your doctor can do a culture of the secretions ( bacterial and viral culture) and find the cause of the sore.
