I've gone through your query in detail...

The itching could be due to an anal fissure or impending piles (swelling may or may not be there externally)...this can be due to several reasons starting from hard motion and long term constipation, or some other pathology...There are also some chances of worm infestations, uncontrolled blood sugar which can cause similar complaints...

Either way, it's recommended to get a proper medical evaluation...it'd be better to get the area examined by a General Surgeon or a Gastroenterologist for the necessary diagnosis...management is different in each of these conditions and can be done based on the findings...
