Question: I have mild to moderate discomfort just below belt line and filters down to groin area. It is worse sitting and if riding in car and hit a bump it will trigger the pain also. I suffer from gastreology issues at times but this is something different. When I use toilet it feels like I am not emptying all the way. Could it be a bladder infection or IBS?

Noted the history well.
My thoughts as per the history provided by you are:
This may most probably be due to epididymo-orchitis which is usually secondary to urinary tract infection - as the pain is referred to groin area, riding a car and hitting a bump is aggravating the pain.
Severe colitis or diverticulitis also can cause similar pain.
The diagnosis can be aided by tests of urine, stool and blood.
Ultrasonography of abdomen and scrotum.
Further investigations like CT scan of abdomen depending upon the reports of basic investigations and clinical evaluation/examination by your Doctor.
Till then take plenty of oral fluids.
You may please take an anti-inflammatory medications like Ibuprofen if it suits you and antispasmodic like Dyclomine if there is spasmodic pain.
Rest of the treatment depends upon the findings and is prescription based
