Question: I have patches of flaking dry skin/sores on my elbows and some additional red spots breaking out on my legs. I need recommendations for a dermatologist? Do I need someone who specializes in my symptoms?

I understand your concern. From the image you have provided looks very much like Psoriasis.
Psoriasis is a skin condition that is caused by chronic inflammation of the skin, causing the skin cells to divide and die off at a higher rate than normal, resulting in patches of flaky dry skin.

Treatment consists of corticosteroid creams or ointments, vitamin A and vitamin D derivatives which slow skin cell growth and decrease inflammation, coal tar or salycilic acid. All of these can help manage mild to moderate psoriasis.

However, when there is a flare up, oral medication may need to be added to the topical treatment. I recommend you see your primary care physician in order to get a referral to a dermatologist for customized treatment and medication prescription.
