Brief Answer:
diabetic neuropathy suspected:

Detailed Answer:
Hello and thank you for asking!
I have gone carefully through your concern.
The symptoms you reported are suggestive for diabetic neuropathy that is a chronic complication of Diabetes (nerve damages due to high glucose levels in blood).
To improve it you need to try to keep normal blood glucose levels and see an endocrinologist/neurologist who will start treatment for diabetic neuropathy.
Of course he will confirm/rule out the diagnosis before stating treatment.
Regarding to dispnea (difficulty of breath) and sleep apnea, of course cardiologists and pulmonologist will cooperate together for a better approach.
Hope the information will help.
Best wishes,
Dr.Mirjeta
