Looks like ecchymotic patches, answer few questions
Detailed Answer:
I have reviewed the attached photograph and these are looking like ecchymotic patches.
I need to ask you ask you few questions:
What is the duration of these rashes?
Are these associated with pain, burning and itching?
Do you have any ailments or taking any medicines?
Is there any recent history of trauma on the affected area?
Kindly revert with the answers.

I noticed the patch in like XXXXXXX or July of 2019. I grew my hair to cover it, but now since getting a new haircut have seen that the patches have gotten larger and now there is 2 of them. There is no pain, burning, or itching. I don%E2%80%99t have any ailments currently, but I have had exema before. I haven%E2%80%99t had any recent history of trauma.

have had exema before. No recent trauma.
Brief Answer:
Fungal infection or vascular lesion
Detailed Answer:
According to your complaints it could be either a fungal infection or some vascular patch like port wine stain.
I would recommend you to apply topical antifungal cream like miconazole cream on the affected area twice daily for 2 -3 weeks.
This should improve it.
If it doesn’t improve in 2-3 weeks consult a doctor and get it evaluated.
