Brief Answer:
Regarding keloid

Detailed Answer:
Hello and welcome to Ask A Doctor service.
I have gone through your query and noted your concern.

I don't think it is a good idea to strangulate a keloid as it would lead to tissie necrosis, ulceration and scarring which in turn may turn into a keloid. Also it would be a very painful thing to strangulate a keloid and the resulting tissue necrosis might be complicated by secondary bacterial infection.
Keloids are best treated by intralesional steroids, intralesional fluorouracil or surgery followed by compression bandage with or without intralesional steroids.

Hope I have answered your query. Let me know if you need any more assistance.
