I Live In A Noisy Area. In Order To Sleep

Question: I live in a noisy area. In order to sleep I used to wear ear plugs. Ear plugs used to cause me a lots of problems like pain in my ear so I stopped using them. I started using external ear muffs by they also cause me headaches from the tension they put on my Head. I feel in need to block the sound to be able to sleep.
Any suggestions om my problem.
