Internal fixation of your femur has been done by screws.Usually it takes 6 weeks of time to heal.It is almost 12 weeks ago when you had the incident.
Here I would like you to share a few things.Do you smoke? Have you taken iboprofen in postoperative periods?Do you have any co morbid condition like diabetes?Is fever there?Do you have some urinary complaints since last 2-3 days?Has your calcium and vitamin D3 levels checked?
Actually symptoms of a fracture that has not healed normally include tenderness, swelling, and an aching pain that may be felt deep within the affected bone and groin region.Often, the bone isn’t strong enough to bear weight too.
The majority of broken bones heal normally when surgically stabilized.However, an inadequate blood supply to the bone may lead to an interference in normal healing process. Blood vessels provide bone with oxygen and chemicals called growth factors that encourage healing.Smoking,some drugs like ibuprofen and corticosteroids,minor repeated trauma etc reduce the bone’s blood supply and interfere with healing.
Diabetes and uncontrolled blood sugars reduce the concentration of nutrients in the blood and decrease blood flow.It also increases the proneness for infection.
Adequate levels of vitamin C,vitamin D and calcium are required in postoperative period.
An infection in the bone called osteomyelitis, may also delay or prevent healing.It needs an appropriate antibiotic course.
Time being,take some analgesic (except ibuprofen) and avoid over ambulation.

From your description,It seems that you are having a muscular strain which has caused pain in groin and scrotum (all the structures are very nearby in hip region).This has also caused a limitation of range of movement.
Please don't use ice.Instead,use moist heat.Give rest to the joint.Take some NSAIDs for pain.You can take Acetaminophen or diclofenac.
I don't think that there is anything wrong with the operated joints.There are no evident signs of inflammation.But to be on safer side,curtail your cigarettes and use of ibuprofen.Take maximum dairy products like milk and yogurt.This will make the calcium stores which are important for bone strength.
After a brief period of time,get your physical therapy restarted with initially focus on range-of-motion and strengthening exercises.
