Peripheral Neuropathy can occur in many situations other than HIV like uncontrolled Diabetes mallitus, Vitamin deficiencies, chronic alcoholism, due to drugs, Hansen's disease and many other central nervous system diseases.
Peripheral neuropathy etiology may be different whereas the symptoms are same. It will be usually tingling or pricking sensation or numbness over both feet extends to glove and stocking type of loss of sensation, paraesthesia. Very rarely it would lead to the extreme degree of paraplegia if not interfered earlier.
HIV as an etiology for peripheral neuropathy or due to HIV drugs can occur only with advanced disease condition and not as an early symptom and without a positive HIV test one can not suspect the same.

First of all, if the neuropathy is due to HIV infection, your blood test for HIV should have been reactive. If these tests for HIV were Non-reactive 3 months after the risky contact, then your symptoms are unlikely to be due to HIV infection.
Major symptoms of HIV infection will be manifested 5-7 years, sometimes more than 10 years after the exposure, not earlier than that. Early manifestations of HIV are loss of weight, oral thrush, non healing ulcers, skin infections etc.
