I think firstly after 1:1 test you should have a confirmation test ( treponemal assay) and if it resulted non reactive it was negative and you didn't had it.
This second test you are having with results of 1:1 and 1:4 you should do confirmation test. If it is positive you have it and your partner has it also. If it is non reactive you don't have it.
Also I can mention that if you are doing STD test your partner should do it too in order that you get tested and treated both. If one has an STD the other is likely to have it.
