Is ELISA 4th Generation Test Done Post 11 Weeks Of Exposure Conclusive?

Question: Hello,
I am sexually active with my partner for the past 3.5 months, got an Elisa 4th generation test done after 11 weeks, it was non reactive,
Is me and my partner safe, does negative or non reactive means safe for the other partner as well...?? Never had even a single symptom.
Here exposure is not with a sex worker
The summary of the question is that what could be the possible status of my partner.. One more thing that is there any possibility of change in status of report
Too much tensed and worried.
Please help with the issue.

If both the partners are not exposed to HIV,then there are no chance of HIV infection in both. If there are multiple partners for both,then there may be chances of HIV transmission.Both can be at risk.
If the tests are done after 11 weeks post risk exposure,then the results are almost conclusive . It is considered conclusive after 3 months exposure.

If both do not have HIV risk exposure,then both cannot get HIV infection.

one more question is that after the first intercourse neither of us have been involved in any such happenings even with any other person,
first intercourse happend before 3 months of the test
now is there any possibility..??

are we both safe as we donot had any multiple partners since 4 months and I have got tested myself.
