Welcome to HCM. I have gone through your question and understand your concerns.
The TSH of 0.84 is normal (normal range in most labs will be around 0.4 to 5 miu/ml). You can check the thyroid hormone levels (Free T3 and Free T4) to see if the symptoms of dry skin and lethargy is related to thyroid disease. If that is also normal, nothing need to be done.
Depression and medicines for depression usually cause change in thyroid hormone levels. So don't make decisions based on single TSH values. You can repeat the test after 1 month and decide.
Subclinical hypothyroidism is when thyroid hormones are normal and TSH is slightly elevated (between 5 and 10 miu/ml). Subcinical hyperthyroidism is when thyroid hormones are normal and TSH is slightly decreased (below 0.4). You don't have a subclinical disease.
